County Engineer Dallas Richardson walked the board through the items during the highway discussion that opened the business portion of the meeting at the courthouse in Marshall. The first two resolutions, Richardson said, are regarding the Hogue Town project — one for material letting and the second for a joint funding agreement for federally funded construction. The third is an engineering agreement for Clarksville Road, and the fourth awards the box culverts on 450th Street in Casey Township.

Four Votes, No Dissent

Board member Todd Kuhn moved approval of the material groups for Hogue Town, Section #13-00272-00-RS, seconded by Randal Stephens. The minutes record that low bids were acceptable. All members present voted aye.

Stephens then moved approval of the joint funding agreement for federally funded construction for Section #24-00272-01-GR, identified in the motion as 400th Road, seconded by Mike Parsons. That motion also carried with all present voting aye.

Stephens and Parsons moved and seconded the third item, a Local Public Agency engineering agreement with Cummins Engineering for a 2028 HSIP grant application for Clarksville Road. The minutes do not expand HSIP, do not state the value of the engineering agreement and do not describe the scope of the Clarksville Road improvement the grant application would fund.

Kuhn moved and Stephens seconded the fourth resolution, a Local Public Agency formal contract with Samron Midwest Contracting for Section #23-03124-00-BR, the Casey Township 450th Street bridge. Department Report

Richardson also reported that the highway department is getting ready for the 2026 oil and chip project — oil and chip is, generally, a surface treatment that lays liquid asphalt and aggregate over an existing road — and that mowing is progressing throughout the county.

OSHA stopped by the highway department for an inspection, Richardson reported, and the department was informed of three violations with no fines. The minutes do not describe the violations, the inspection date or what corrective action is required. There was no new business or old business under the highway heading.

Earlier in the meeting, the board voted unanimously to approve the county highway claims on a motion by Parsons seconded by Kuhn, and separately to approve the general claims on a motion by Parsons seconded by Brandon Burkybile. No amounts are recorded for either.

The highway items were noticed alongside the regular meeting; the clerk’s July 13 notice to board members advised that both the highway meeting and the regular meeting of the Clark County Board would be held at 8 a.m. July 17 at the courthouse. Susan Guinnip of District 5 was recorded absent.

The board adjourned at 10:28 a.m. until Aug. 21, 2026, at 8 a.m.
