Martinsville Board of Education | August 20, 2026

The Martinsville Community Unit School District #C-3 Board of Education met Thursday, Aug. 20, 2026, in the Martinsville Jr.-Sr. High School Media Center, convening at 6:00 p.m. and adjourning at 7:32 p.m. The board’s most consequential action came after a 53-minute closed session, when members voted 7-0 to accept a retirement letter from Superintendent Robert Waggoner effective June 30, 2027 — covered in full in a separate story. In open session the board also approved its annual resolutions, which named Waggoner to five district compliance and liaison roles and retained the district’s law firm; approved and displayed the tentative FY27 budget; and approved five hires while accepting a junior high volunteer coach’s resignation on the evening’s only split vote. Each of those items is reported separately in this package.

Every motion at the meeting was recorded by roll call, and every motion carried. The only vote that was not unanimous was the acceptance of a volunteer coaching resignation, on which one member abstained.

Mileage Reimbursement Rate Set at $0.76

The board voted 7-0 to approve what the minutes describe as “the Federal Mileage Reimbursement Rate of $0.76.” The motion was made by board member Maxwell and seconded by board member Kannmacher, with Baird, President Connelly, Hollingsworth, Kannmacher, Maxwell, Parcel and Wilhoit all voting yes. The minutes record no effective date for the rate, no unit of measure, no prior rate for comparison and no discussion. Neither the minutes nor the agenda identifies the federal schedule or publication the figure is drawn from, or which categories of district travel it applies to. The item appeared on the agenda simply as “Actions Item: Federal Mileage Reimbursement Rate,” with no dollar amount specified in advance.

Administration Updates Recorded Without Content

The agenda listed three administration updates — from Elementary Principal Sheri Cooper, JH/HS Principal Todd Evers and Superintendent Bob Waggoner. The minutes record the item only as three lines: “D1. Principal Cooper,” “D2. Principal Evers” and “D3. Superintendent Waggoner.” No substance from any of the three reports is recorded, no motion was made and no vote was taken on the item. The reports fell between the tentative budget vote at the end of New Business and the board’s 6:33 p.m. motion to enter closed session, a window of roughly half an hour that the minutes otherwise do not account for. Readers seeking enrollment, facility or program details from the start of the school year will not find them in this record.

No Public Comment; One Member Arrived Late

The agenda set aside time for visitors to address the board, with a printed reminder that the meeting is “a meeting held in public, not a public meeting,” that speakers should stand and state their name, and that comments are limited to five minutes. The minutes record the result in a single word: “None.” Four visitors were present. The roll call recorded six of seven members present at the 6:00 p.m. call to order, with board member Hollingsworth noted as absent; a separate line in the minutes records that Hollingsworth arrived at 6:03 p.m. Hollingsworth voted on every roll call of the evening, including the first, and made the motions to approve the annual resolutions, to enter and leave closed session, and to accept the superintendent’s retirement.

Real Property Listed as Closed-Session Topic; No Action Followed

The agenda noticed two grounds for closed session. The second was “To Consider the Purchase or Lease of Real Property for the Use of the Public Body.” No action concerning real property appears anywhere in the minutes, and the record contains no indication of what property, if any, was under discussion. Because Illinois public bodies cannot act in closed session, any purchase or lease would require a vote in open session. The board took six votes after returning to open session at 7:26 p.m., all of them personnel matters, before adjourning at 7:32 p.m.

Two Staff Recognized Under Student/School Success

Under the Student/School Success item near the start of the meeting, the minutes list two names: “Kambry Price 1:1 Aide, Ashley Sanders PK Teacher.” The minutes give no further detail — no description of what was recognized, no presenting administrator and no discussion. Price was later hired as a 1:1 aide for the 2026-2027 school year on a 7-0 vote following the closed session. The minutes do not state any connection between the recognition and the hiring vote. No action involving Sanders appears in the minutes.

ROE Safety Inspection, Fall Dates Announced

The board closed with announcements, dates and events. Athletics open with the first varsity football game at South Fork on Aug. 22 at 6 p.m. and the first volleyball game at home against St. Elmo on Aug. 25 at 6 p.m. The PTO trash bag fundraiser kicks off Sept. 1. Labor Day falls Sept. 7. On Sept. 17, according to the minutes, “ROE will be in the Elementary School for their annual safety inspection.” The board’s next meeting is Sept. 24. The minutes do not expand the abbreviations ROE or PTO, and give no further detail on the scope of the annual safety inspection or what happens with its findings.
